I think it’s notable that the number 12 and 13 heroes are both mutant types. And it’s been explicitly said that Gang Orca is high on the list of “heroes who look like villains”. So for him to be so highly ranked even considering his probable lack of popularity. I expect that he and Shishido have powers more akin to Ryukyu and maybe even as high as Miruko. But they merely lack in ranking due to lack of popularity.
