Not sure if you missed it. But the paper that Raye wrote the names on was a page from the Deathnote. Naturally, when you write a persons name, you also think of their face. That’s why he said Raye unknowingly killed all of them.

I never understood why people consider Kira killing the FBI agents a "bad" thing. They are going against justice, the same would happen to you if you try to stop the police from catching a criminal.

I’m just hoping it goes back to dub eventually, this anime has a great dub and knowing he will miss out on some of the great moments makes this less enjoyable. Sure he’s seeing it, but scenes hit a lot harder when you actually understand the characters while watching rather than having to read every line to not be lost.

There was nothing wrong with what Light was doing at the start. Killing criminals whose crimes leave no scope for redemption isn’t immoral. But once he started killing FBI agents, he’d already passed the point of no return. He just killed 12 innocent people for the sake of not getting caught.
