I agree 100%, it was not Pop’s fault. He had his own life and clearly it led to some bad times with all the gambling and having his own life on the line in the underground. As much as him finding Aragaki would have helped Aragaki, Aragaki finding Pop’s would have helped Pop’s.
The real thing at fault is the war itself.
