If I were to do one now, it would give something like this
10. Manifest (awesome fighting skill + polyvalent)
9. Fierce Wings (such mobility + awesome support)
8. Brainwashing (impossible to avoid if you don’t know it)
7. Dark shadow (mobility + awesome combat skill + awesome defense)
6. Double (This is completely OP)
5. Explosion (mobility + combat skill)
4. Half-hot Half-cold (power speaking only, though Todoroki sucks at close combat)
3. Permeate (Dude is just untouchable)
2. Foresight (I mean, is there anything you can’t do with Foresight?)
1. Overhaul (Nani the fuck?)
0. OFA/AFO (because too OP, and they are not really "quirks", more like a cluster of them)
HM: Zero Gravity for the aweome mobility/support it provides, Creation for the multitude of possibilities it provides, Vines for the awesome defense/trapping and scout possibilities, Copy (though reliant on what you copy), Rewind (OP, but needs contact), Fiber Master and Erasure (I do believe Brainwashing is better)
I have a soft spot for Softening, Elasticity and Glamour 🙂

Honorable Mentions:
*Brainwash
-Can manipulate a foe if they respond verbally to you. Just make sure your target isn’t mute.
*Electrification
-Electromancy, just don’t use it too much. Kaminari can’t handle excessive use, the shock leaves him an idiot.
*Frog
-Self-Explanitory, gives Asui the abilities of a frog.
*Earphone Jack
-If she plugs her headphone jack-like earlobes in, Jiro can unleash a sonic blast.
*Invisibility
-I am still curious as what Tohru looks like visible.
*Harden/Steel
-Kirashima and Tetsutetsu have similar quirks.
*Acid
-Mina can also somehow skate on her own acid.
