Deep Sea King was only a Demon level threat. Demon level threats are the equivalent to 1 S-Class or 10 A-Class heroes. Deep Sea King being a higher level Demon threat, he would have required a higher level S-Class hero (the two he fought were the bottom two ranks).
When a Dragon level threat like Elder Centipede appears, all of the S-Class are alerted. Any who are willing show up. A great example of a Dragon level threat is Melzargard, who fought S Class heroes Silver Fang (Rank 3), Atomic Samurai (Rank 4), Metal Bat (Rank 15), Puri-Puri Prisoner (Rank 17), as well as A-Class rank 2 Iaian all at the same time. Even Boros is considered Dragon level by the author One, and Boros is the strongest villain we’ve seen even in the Manga.

for some reason I was hoping saitama vs garou would be the final fight, but ofc the anime isnt anywhere NEAR there, really sucks the anime seems to be ending half way through an arc unless its more then 12 episodes. and yes I know the manga that the anime goes off hasnt reached garou vs saitama yet, im up to date with it, I’m aware that ONES manga is much further
