There is no standard for a 10 out of 10 because it all depends on what a person likes and wants from the story. If you want like say straight fights then the only chapters that would be 10 out of 10 would be the climax of the arcs. If you Like the backstories or new insight into characters then those type of chapters could be 10 out of 10. Also just depends on who the chapter is focused on because if you do not like or care for tonoyasu then you wont like this chapter or the last one.
