Actually it is not talked about much, but those who know how to use "Magic" (Not Ki. Two Different Things) can create things out of nothing. When Buu shows up someone makes swords, Kami did it in Dragon Ball, then you have Piccolo. Its like NO ONE sees the usefulness of it and it is pushed to the side accept when some need to change.
