You have to listen closely to what Shiggy is saying to understand what he "realized."
Even though there’s somebody in the world at the very moment who is being hurt, people are walking around and smiling as if nothing could possibly hurt them. They feel _too_ safe.
Shigaraki is disgusted at how people think "no matter what happens, All Might will save us." Society views him as an omnipresent safety net, not realizing that the net is very full of holes that could make the whole thing fall apart.
All Might knows he’s fallible. But the public don’t believe it. In a sense, he is too good at his job to where it’s made society a bit delusional.

Deku’s father is oversea’s, his quirk is fire breathing and the biggest theory is that he may be a villian. Also Stain is reasons for killing heroes is kinda valid because there are heroes who see being heroes has money and fame…..he is trying to take out the fakes.
