Japanese law is very lenient on sexual assault. Even if a person is found guilty it’s highly likely they may not be given any jail time. That being said Japan is also very weird about PDA. It’s not illegal to publicly express affection in Japan but it is socially frowned upon. The villain in this article probably meant to publicly shame and disgrace Deku, Bakugo, and Todoroki by spreading around photos of them acting in a way that would disgrace their families and school, which the result probably would’ve been the three of them being expelled. Thus their hero careers would be ruined. While Japan is VERY lenient on their sexual assault laws it is still a societal taboo for things such as homosexuality or explicit photos and videos that may harm a family’s reputation to be released. If the villain mentioned intended to photograph them in scandalise positions and then release these photos to the public, regardless of whether or not they were doing anything illegal in the photos, UA, themselves, their families, and Endeavor would be permanently disgraced. UA would also likely be called upon to expel the three students or the school would also be shamed. Deku, Bakugo, and Todoroki are the three most promising first years at UA, for them to be expelled and lose their chance to become heroes would be DEVASTATING to both them and the school’s reputation. This was likely the villain’s intent.

I think what Ophelia was trying to say was when a book says "he or she" to refer to a group of people/unspecified individual they could use "they" instead. eg: "He or she can go to school" instead of "They can go to school". As for characters, I think they mean literal characters. Like letters and numbers, rather than characters in a story.
