Metal Knight most likely didn’t report because he thought the S class (No Blast) would die. Of course he had no knowledge of Garou’s evolution but I believe if he did, he would have taken Garou into his calculations and send a report to Child Emperor.

I just thought of this, but what if Drive Knight was made by the organization, while Metal Knight is apart of the organization, and that’s why Drive Knight says to Genos that “Metal Knight is your enemy.” Because Drive Knight knows of who Metal Knight really is.

Phoenix Man is going to become a God level threat. He will survive death so many times that his power will grow beyond Orochi or even Awekened Garou, like a real Phoenix coming back to life from its ashes. This is why in the Anime openning the God Level monster is represented as a Phoenix.
