I think the ‘2 heroes’ actually refers to Deku and Melissa, they are the successors of All Might and Shield.

Yes, the final part of Deku and All Might fighting together is spectacular but it is also nonsense, it is assumed that the Full Gaunlet only allowed him to use 100% on his arm while the rest of his body followed at 5%. It does not make sense that Izuku has managed to move at the same speed as All Might during the fight.
On the other hand the rest of the movie was pretty decent, not very good but entertaining, the only really memorable parts are the young Toshinori and Dave Flashbacks and the scene where the villain almost killed Sam.
