Fu is a scientist. And in the game of DBH in this part it was said that he forced the reversal Great Ape transformation because of the science behind it. Its a hack only available to him who is probably higher than Whis and has vast scientific knowledge of various things.

If you take the moon away the Oozaru form reverts back. I suppose Cumber mastered that form so it took more effort xD It doesnt really make sense lol. Also Cumber was litterly called Evil Saiya-jin. So yes he is a Saiyan.
