Misa was follower. She wasn’t fit to lead. Misa went to the edge of the bridge for one thing to commit suicide due to her grieve of knowing that Light is dead.
Light crying asking for his followers was a sign that is meant to tell us of being consumed by your own insanity and that in the end if you become the God of the New World. You will lose everyone and Light did and that is why he died alone(because he lost his humanity piece by piece when he found that notebook until there was nothing left but madness).
