You guys, its true Light said hed kill bad people, BUT, hes also said that those who are against him are "just as evil", so he doesnt care at all if cops or agents are good people doing their job, hell kill them cause theyre bad to his eyes (also to send the people chasing him the message "dont mess with me")

Theres actually a rule in the note where u cant cause another death other than the name u put in. So technically u cant write a guy kills L and die. Unless u also write L dies after being shot. But u need the name for that.

I know this is a spoiler but you can’t control a person to cause another person to die, because you can only control the person who’s name is written in the death note, and the rules state you can only kill the person you wrote the name of. That’s why there’s no instances of anyone getting shot to death.

Killing Raye is part intimidation tactic part screw up internal relationships because it might give him a future advantage, but doing so equally hides his identity between those also invested which works out in his favor as well. Its mostly a way for L to see Kira can still best him at his own game of secrecy and have some control over a situation he wan’t originally supposed to be involved in. To make him question how much leverage Kira actually has while revealing L’s underhanded tactics to the task force and off-handedly showing to the outside world (i.e. foreign countries) that getting involved with the case might not be so wise. We obviously know that, but think about it like this – not every person or country probably took this whole Kira thing seriously at this point in time because its happening in another country after all. Its like saying just in case anyone thought L had the situation under control enough for them to be safely involved or be able to handle things quietly without his knowledge would officially be a reckless thing to think or act on. As he said, its a plan in creating general mistrust between them, but he gets to work form every angle when he finds out L got the CIA involved. As you can see in this episode, the lack of trust obviously affects the case from both ends with people officially deciding to back out and America ending their investigation and this is what he wants, "for those who dare to tell a god he is wrong to know it was they who made the error" or whatever because the "natural/correct" way we put faith in our gods "they can’t be wrong" supposedly. Not defending, just explaining the moves and the mindset. Also the effect of the eyes are just for dramatics, its a common anime trope. Especially in this anime you’ll see people getting their own spotlight-like shading and colors for when they need to go through an internal monologue. Light’s is red, he didn’t get the eyes. Again, wouldn’t benefit his plans.
