Shinigami means God of Death, but they’re not exactly gods the way we usually think. They’re more like spirits.

In the manga when Ryuk tells Light that he is not going to Hell or Heaven, he answers somthing like "that is obvious because Hell and Heaven don’t exist" then Ryuk tells him he is right and that he is the first human who has ever tell him that. When you die in Death Note world theres nothing after, the autor calls it "notingless" or somthing like that.
