1. First of all, Kaneki before has mentioned several times that he "likes his mother"; that his mother is "kind and understanding" or something along that line. However, that is in fact, not true. His mother was pretty abusive towards child-Kaneki before to the point that he had perhaps wanted to die (as you can see in this chapter, where his mother beat him). He then just grew up coping through all that and develops a second personality that denies that fact and instead beliefs, that his mother is kind and all that other denial.
I forgot which chapters it was but if you trace back those chapters where he mentioned about how his mother was kind or anything like that, it will show Kaneki was saying that WHILE touching his chin (meaning that he’s lying. It was mentioned before that Kaneki’s habit is to unconsciously touching his chin when he’s uncomfortable while saying something, or when he’s lying)
2. As mentioned, the abused child Kaneki had developed a second personality: one that always forgives, kind, meek, and all that stuff. That Kaneki was the Kaneki that we know since chapter 1 of Tokyo Ghoul season 1 manga.
However, the Jason incident (where his hair turned white) happened and he develops a third personality: the one that is strong-minded, always wanting to protect everyone, etc etc (basically the badass white-haired Kaneki-personality). As of that time, he had already developed 3 persona/personality: The ORIGINAL Kaneki (never shown in the manga before, because coping mechanism), the kind Kaneki (Chp 1 Season 1 until White Hair), and the badass Kaneki (White hair).
Then, the Final chapter of Season 1 Tokyo Ghoul happened, and starts the Tokyo Ghoul:re. You know what that means: another personality! Haise Sasaki is his 4th personality developed after losing the fight with Arima (he did went insane with his Kakuja form. Also lotta holes and limbs to regenerate back when fighting Arima so you know, no wonders he got an amnesia or two). Haise Sasaki is just, you know, Haise. Everything that Haise did in TG:re is the persona of Haise, so there’s really nothing needs to be mentioned. It’s just Kaneki with some addon and black-white hair.
3. The conversation between the 2 Kanekis was just 2 of his personality "confronting" each other. The child one, I believe, is the Kaneki that had endured the abusiveness of his mother (hence the innocent, child form). The other one, as you can see, is the white haired Kaneki (possibly half-Sasaki. Reader may assume as free as we want).
After reading this, try to re-read this chapter again and see if some things makes more sense.
Also, with how fucked up the things he went through up until this chapter, it wouldn’t be surprising if he did have other peculiar persona developed. It just wasn’t explicitly mentioned (or, have yet to be mentioned).
This was a mix of my interpretation and the one that has been mentioned in the comment section from other sites (mostly the latter). I hope it clears some things for you.
