The thugs were meant to be American and speaking English… but since this is the English dub they were speaking Japanese (and they got an actual seiyuu to do it). It’s just extra weird ’cause the original language is English instead of Japanese… even though it takes place in Japan and they’re *supposed* to be speaking Japanese.
