What actually happen was Shigaraki touch one person and the decay spread to anyone that was in contact with the 1st person and because the crowd of people where all together they all got infected by the decay and turn to dust.
Also a few points I want to clarify in case you don’t remember from what saw on you reaction and review:
-Shigaraki and Hana never meet Nana there father that’s on the foto was put into adoption when he was a kid.
-People didn’t label Shigaraki a villain when he was a kid on the street, they just thought a hero would help the homeless kid eventually but it never really happen and for that reason he hates the current society because they have grown to dependent on heroes.

Destro Jr. ideology expands. He values his soldiers. Shigaraki’s memories are coming bit by bit to where he went Plus Chaos(Ultra) on them liberation soldiers.
