Jiraiya is kashin kojin.. he is working together with orochimaru… orochimaru revive him using his perfect edu tensei… orochimaru know from the start that kara organization is there.. that is the reason why he helps the entire shinobi.. thats why he helps the entire ninja to defeat kaguya.. jiraiya is the only person who can help him as a former comrad… he use all his knowledge and effort to revive jiraiya… their first plan is to enter to kara organization.. and gathered some information and kill jigen if the perfect opportunity has come…im not a genius but this is my theory…

All I know is that once the anime reaches this point, since Kawaki has been with Naruto for months at this point in as little as a few manga chapters, the anime has so much filler they could do until Jigen decides to intervene.
