the feet massage scene was a Christian symbolic scene. Judas(Light) betrayed Jesus(L). Jesus knowing he was about to be killed, still washes Judas’s feet; and sacrifices his life eventually.
L is subtly accepting that now, Light is the God of the new world, and because he’s won, he’s now justice, following the line "If Kira wins, he’s justice".

Rewatching the series with you it’s obvious that L knew. You can’t just suspect a shady guy like Light at the end. He is either Kira or not. But he wasn’t able to find an ultimate proof to show it to everyone.
Also Light had very huge advantage here. Using the Death god to make lies… and L still found it out. But there was more shit he didn’t know about it. It was like playing Chess, but Light has 2 queens and L has only 1.
