The "Todoroki is bad at close range and relies too much on his quirk" thing is kind of like the "Momo needs to learn martial arts" thing: i.e. lies that the fanbase makes up. Yes there was the Stain fight but that was as much Stain just being a more skilled fighter as anything. For some reminders from the sports festival: He beats Iida in a close range fight (his ice is actually arguably stronger up close than far away since he can directly cool a person rather than launch ice at them) and he came second in the obstacle race using his quirk just twice.
Interestingly it mentions that Juzo is "One of the members of class B who was admitted through recommendations." That kind of debunks the theory that Inasa was included in the "four recommendation students" but raises the question of who is the actual fourth? It’s probably not one of the people in the first three rounds as I would think it would have said, also it’s confirmed not to be Shiozaki, Tetsutetsu, Kendo or Awase as their scores were shown for the regular entrance exam. It seems way more likely that it would be someone from round 4 as opposed to round 5 (since doing justice to a recommendation student would further distract from Shinso and I don’t think it’s Monoma since he’s had enough screen time that they’d probably say).
One thing about the Endeavor scene is that he’s still making a lot of the same mistakes: he talks about "Fuyumi’s Cooperation" which reads to me like she gave him Shouto’s number as opposed to him getting it from Shouto. Combined with his language reacting to the phone screens this feels like him "ignoring [Shouto’s] will" again and basically demanding contact because he sees them as having some collective duty to continue the family legacy or something. I would really like it if he gets called out for this.

Anyone can try and be redeemed, it doesn’t always work and they don’t always try, but I love the creative choice to write Endeavor this way. He’s definitely one of my favorite characters in the series
